This file (SR-pending.txt) is a list of pending rules changes awaiting attention from the Rules committee. Each item, in some (likely modified) form, will eventually be folded into the temporary Standing Rules (SR-new.html) for a review period. After the review, SR-new.html will become SR.html, the official Standing Rules. Each item to be considered is in a block of text, separated from other items by three lines (two lines of "====" and line with "=== YYYY-MM-IM.N"). The block of text may or may not contain notes, commentary, intermediate stages of perfection, or the final version that makes its way into the SR.html file. They can be discarded (at the discretion of the Sales Committee). ================================================================ ==== 2014-12-IM912.2 ================================================================ The Membership passed a rule recently, in Dec. 2014 (IM912) (which I reported in a previous message) that effectively repeals this treasurer fiat 2.5(14)F regarding the handling of hurt books. As it turns out, this fiat never should have showed up in the SRs. When I was treasurer, I announced a fiat that the Treasury Procedures themselves are fiats, and gave this one as an example. I didn't intend for them to be included in the SRs, as they are on our website in the Treasury Procedures area. This particular rule needs to be rewritten by the current Treasurer. (I'll help, Tim, if you want me to.) Some of that procedure still needs to be done, but some of it is no longer necessary. But it probably need not be in the published SRs. ================================================================ ==== 2015-01-IM913.1 ================================================================ Dave C points out a correction for IM 900 as follows: From the BM of January 2014 - "Rick Kov moves that, sense of the meeting that new motions should be presented on nesfa-active before the motion is brought up at the business meeting. Rick Katze amends that every 3 months that be announced at the business meeting. Rick Kov accepts the amendment. Dave C says that we've already passed motions similar to this one and we shouldn't do as it's not enforceable. Motion was made for sense-of-the-meeting that new motions other than those that come from the committee should be presented on nesfa-active before the motion is brought up at the BM and that, every 3 months, this motion shall be brought up at the BM as a reminder. Missing from that report (in IM 900) is that just prior to the vote Dave C asked the Chair for a ruling whether a motion brought to the floor without advance warning in nesfa-active or nesfa-regular would be in order, or ruled out of order. The President ruled that such a motion would be in order. No one challenged that ruling. Thus, it is a fiat of the President. ================================================================ ==== 2015-01-IM913.2 ================================================================ EBOARD meeting on 1-11-15: Rick Katze and Tim Szczesuil brought up the following: Sales and Treasury assert that, in order to be able to facilitate e-book sales through any service (Amazon, Miva, or similar), an automated process to both integrate the sales data into the NESFA accounting system and perform direct royalty payments (via PayPal or similar service) must be in place and tested before sales commence. These requirements apply to all e-book sales on any particular service or venue. ================================================================ ==== 2015-01-IM913.3 ================================================================ She [Sharon Sbarsky] says that it seems that some people whose dues expired on 12/31 were told that they couldn't vote in January until they paid up. For 35 years, we haven't dropped people until at least a month after their dues were due, if not much longer. The rules [www.nesfa.org/rules/bylaws.html#bl1 and www.nesfa.org/rules/SR.html#sr2.1:5] seem to be more aggressive about dropping people.We should bring the Bylaws & Rules back into step with out tradition. Dave C asked what happens when those two chairmen disagree. Dave G responded that the executive board of (2015-05-IM917: which was corrected to "or") the regular membership can then make the decision, and that those bodies can also overrule a denial by the chairmen. The Standing Rules says the Membership Committee specifies the method by which the Clerk sends those notices. It also says that a person's membership automatically extends until 30 days after they're given notice. In the case of members who receive IM on paper, notice is accomplished by a line on their address label. In the case of members who have elected not to receive IM on paper, the Membership Committee has decided that we will print a label for them, with a dues notice line, and send them an IM. The Clerk and I have discussed this and believe it's feasible. We will also generate a special label saying something like "You are receiving this IM on paper to remind you to pay your dues." This is to be at the Clerk’s option. We expect this will save the club a truly trivial amount of postage (.34 instead of .47), and thus it’s worth spending an hour or so discussing it, if you wish. Boskone site users can/should update their own info. and, provided that the foregoing ByLaws amendment is adopted, to amend the Standing Rules by: • in Section 1.9(26)M(a): changing “Advance notice shall be published in Instant Message” to “Written notice shall be given at least one week in advance of the vote”. • in Section 1.34(2)M: inserting before the first comma in the last sentence “and to allow notifications to be posted only to the nesfa-announce mailing list” and replacing “list” just after that comma with “and Announce lists” and replacing “list” at the end of the sentence with “or Announce lists”. • in Section 2.3(3)M: changing “all Members have received one week’s written notice” to “written notice has been given at least one week in advance in accordance with ByLaws Subsection 10.2(g)” • adding new Section 5.8: Notifications to Members ○ (a) Notices to be given to Regular Members under ByLaws Subsection 10.2(g) shall usually be given by posting to the nesfa-regular mailing list or to any other mailing list which is a superset of the nesfa-regular mailing list. ○ (b) Notices to be made available to other Members under ByLaws Subsection 10.2(j) shall usually be made available by posting to the nesfa-announce mailing list. All such notices shall also be published in the next issue of Instant Message, even if they are no longer timely. That publication in Instant Message shall be accompanied by a note stating that any Member who wants to receive notifications more quickly can sign up for the nesfa-announce mailing list. ○ (c) Any Member who wishes to receive timely notifications and is unable to sign up for the nesfa-announce mailing list shall instead be given notice as provided in ByLaws Section 10.2(g) upon the Member’s sending a written request to the NESFA P.O. Box. The Clerk shall be responsible for giving those notices. and, provided that the foregoing ByLaws amendment is adopted, to cause these changes to be implemented by: • directing the mailing-list administrators to add all members of the nesfa-active mailing list to the nesfa-announce mailing list • directing the Clerk to, immediately after the nesfa-announce mailing list membership is updated, post to that list a message stating the additional purpose for the list, why the members of the nesfaactive mailing list have been added to it, and how to get off the list if they want to. This posting shall be created in consultation with and with the approval of the Rules Committee.
